Seller is Responsible

A Seller is responsible:
 
1.  SMOKE DETECTORS:
Each house must have adequate number of smoke detectors.  The seller is responsible to ensure they are all working, and then obtain a certificate from the local Fire Department.
 
2.  DEED:
The seller is responsible to prepare a new deed for the buyer.
 
3.  TAX STAMPS:
The State collects sales tax on every sale, and home sales are no exemption.  The seller in MA is obliged to pay $4.56 per thousand based on the sale price.  This rate is subject to change.
 
4.  FINAL WATER BILL:
The seller is responsible to pay all utility bills until the passing of papers.  Your Interstate Realty agent will take the final water reading and obtain final bill the week before the closing.

SMOKE DETECTORS:
 
1.  Only 1 and 2 family houses are allowed battery operated detectors.  An average house may take 8 to 9 detectors.
 
2.  The detectors in 3 to 5 family houses must be electrically wired in the stairwells and cellar; must be on one circuit and interconnected.  However, battery operated detectors may still be used inside the apartments.  The circuit breaker must be marked in  red.
 
3.  Please consult an Inspector for 6-family and above.
 
WHERE TO INSTALL:
 
The appropriate place is ceiling only.  Detectors must be in all the stairwells i.e. front and rear.  If you have one doorway leading to a small hall, it needs a detector.  There must be one at the landing of each floor.
 
A porch with 2 doors, instead of a little hall, needs detectors inside the door before you go upstairs.  A detector should be mounted over the bottom step, on the ceiling or rafter in the celler.  A celler within 2 stairs needs 2 detectors.  However, stairs leading to the outside, like a bulkhead, dont need a detector.  These must be electrically wired for 3 family and above.
 
Each separate sleeping area needs a detector outside e.g. if a bedroom is off a little hall, put it in the hall.  If a bedroom is off another room, install one outside the bedroom in that room.  A bedroom off a hall, where a detector is already installed, does not need another one.  Exception: if entrance to a bedroom is off the kitchen, then place the detector inside the bedroom.
